Things are not looking good in Springfield for a resolution of the state budget impasse, and Gov. Quinn is now scheduled to address the House andSenate at 3:30 p,m.
Word of this comes just after Senate Minority Leader Christine Radogno told reporters that the budget situation is the sametoday as it was under former Gov. Rod Blagojevich.
And Rep. Bil Black, R-Danville, said that Quinn has "misplayed his hand" in budget negotiations.
"I like Pat Quinn. He is not a hard guy to like, and he inherited a bad istuation. But by the third week in April he should have had things in place."
